| Abstract | "نبطُّ كرة كأس العالم"، بهذه العبارة المؤسفة عبّر رسام الكاريكاتير القطري محمد عبد اللطيف في أحد رسوماته، عن موقف بعض الدول من تنظيم قطر لبطولة كأس العالم لكرة القدم "مونديال قطر 2022"، كأحد مظاهر الأزمة الخليجية التي أعقبت حصار دولة قطر من جانب بعض الدول الشقيقة. العبارة على إيجازها تختصرُ الجدل الكبير حول مسألة حياد الرياضة وعدم إقحامها في تجاذبات السياسة وخلافاتها، فالرياضة رسالة سلام ومحبة وتسامح وتعايش وتنافسٍ شريف في ميدان اللعب النظيف لا تحتمل جعلها أداة خلافٍ وابتزاز أو ورقة ضغط على الأنداد والخصوم، وقد أكدّت العديد من المواثيق القانونية واللوائح الدولية والقارّية على حياد الرياضة وإبقائها في منأىً عن الخلافات السياسية. يُعالج هذا البحث موضوع حياد الرياضة من حيث مفهومه وظهوره في الأدوات القانونية الناظمة لإدارة وممارسة النشاط الرياضي والتبعات القانونية المترتبة على الخروج عليه، ويُسلّط الضوء على مظاهر الإخلال بمبدأ حياد الرياضة في الأزمة الخليجية، وسُبل مواجهتها والمسؤوليات الناشئة عنها. |

| Alternative Abstract | Abstract “We shall blow up the world cup ball”. With this unfortunate statement on one of his drawings, the Qatari cartoonist Mohammad Abdullatif expressed the position of some countries with regard to Qatar’s hosting of the FIFA World Cup, “Qatar 2022”, as one of the aspects of the Gulf crisis that followed the blockade imposed by some neighboring countries on Qatar. The statement summarizes the great controversy surrounding the neutrality of sports in political interactions and their tensions. Sports are a message of peace, love, tolerance, coexistence, and honest competition. They should not be used as a tool for disagreement, extortion, or pressure on the opponents and rivals. Many international and continental legal policies and regulations confirmed the principle of neutrality of sports and the obligation to keep sports free from political conflicts. This study addresses the principle of the neutrality of sports as per the legal instruments governing the management and exercise of sports activity, as well as the legal consequences of violating such a principle. It also highlights the aspects of violating the principle of neutrality of sports in the Gulf crisis and the ways and responsibilities to face such violations. |
